CIPS China: cross-border RMB payments explained

CIPS stands for Cross-Border Interbank Payment System. It provides clearing and settlement services for cross-border and offshore renminbi transactions. It is a payment infrastructure, not merely a replacement for the SWIFT messaging network.

Direct and indirect participants

Direct participants hold relevant accounts and interact with CIPS directly. Indirect participants use a direct participant to process eligible payments. A bank's appearance on a participant list does not show that every customer payment takes the same route.

CNY, CNH and payment instructions

Renminbi payments may involve different domestic and offshore settlement arrangements. The terms CNY and CNH describe onshore and offshore RMB market contexts; ask the bank which currency and settlement instructions apply to your transfer.

Can an UETR track a CIPS transfer?

Not automatically. An UETR belongs to the payment-instruction context in which it was issued; CIPS participation alone does not guarantee a corresponding public SWIFT GPI status. A bank may use several networks and infrastructures for one overall service.

Practical checks

Ask the sending and receiving banks for the reference, currency, value date, beneficiary details and applicable correspondent or CIPS settlement instructions. Use a bank trace for an actual missing payment. Check participant information against the current official CIPS directory.
