Russia's SPFS financial messaging system: what it does

SPFS is the Bank of Russia's System for Transfer of Financial Messages. It is a channel for exchanging financial messages among authorised participants. A messaging network is not the same thing as settlement of money between customer accounts.

Messages versus settlement

The Bank of Russia describes SPFS as a transmission channel. Actual settlement takes place between credit institutions under their relevant correspondent arrangements. Therefore, sending a message does not prove that the beneficiary received funds.

Is SPFS identical to SWIFT?

No. The systems have distinct memberships, operating rules, access arrangements and infrastructure. Some message formats and standards may overlap, including supported ISO 20022 messaging, but interoperability and reach depend on the participating institutions and their technical and legal arrangements.

Can I track an SPFS payment by UETR?

An UETR-based Swift tracker does not automatically expose transfers made solely through SPFS. Whether a payment has an UETR or externally accessible status must be established from the actual instruction and the banks involved.

What should a customer request?

Ask the sending bank for execution evidence, the relevant message or payment reference, value date, recipient details and official investigation options. Do not assume any particular bank's ability to send, receive or settle based solely on a published messaging connection.
